Executive Summary: Paperless Airports: How San Luis Obispo & San Mateo Digitized Operations & Administration

The Paperless Airports webinar featured presentations from Tim O’Keefe of San Luis Obispo County Regional Airport and Michael Byrne of the County of San Mateo’s San Carlos and Half Moon Bay Airports. Both airport leaders shared how their teams have transformed operations by moving away from paper and leveraging Veoci as a central digital platform.

Tim highlighted how digital Forms, automated Workflows, and customizable Dashboards underpin day-to-day operations at San Luis Obispo. His team uses Veoci for 139 inspections, restroom and maintenance logs, external Forms like noise complaints, wildlife tracking, and preventative maintenance scheduling. Mobile access allows staff to log work in the field, attach photos, and trigger work orders automatically, ensuring that issues are quickly communicated and resolved. Mapping tools and visual cues—such as color-coded sweeping and mowing schedules or wildlife tracks—improve situational awareness and support better planning and decision making.

Tim also emphasized how Veoci supports succession planning and institutional knowledge. By digitizing maps, SDS information, infrastructure records, and operational history, critical knowledge is no longer locked in binders, personal memory, or scattered drives. Staff at all levels can access what they need, reducing reliance on any single individual and giving managers confidence that operations can continue smoothly even as personnel change.

Michael demonstrated how San Carlos and Half Moon Bay Airports used Veoci to replace filing-cabinet-lined offices with a fully digital tenant and operations environment. His team has built more than 200 Forms and around 40 Workflows covering maintenance requests, daily operations logs, inventory tracking, incidents, NOTAM support, and robust property and tenant management. Automated emails and Workflows keep tenants informed about maintenance, expirations, and follow-up actions while giving airport staff clear visibility into workload, costs, and trends.

He further showcased contract management, utility tracking, access control badge processing, and base-aircraft reporting, all centralized within Veoci. These capabilities enabled the airports’ admin staff to work remotely with minimal disruption during COVID and now provide long-term efficiency, better compliance, and proactive planning (for example, tracking contract and insurance expirations well in advance). Both presenters stressed that while Veoci can be configured with helpful starting templates, much of their success came from iteratively building and refining tools over time, as well as from a collaborative User Community that shares ideas and even Form and Workflow configurations.
